Effective O&M – The Foundation for the Success of Cross-Border Power Export Projects from Laos to Vietnam

The effectiveness of a cross-border power project is not measured by installed capacity or total investment value. Its true value is demonstrated through every hour of availability maintained, every MWh delivered as committed, and the sustained operational stability throughout the entire project lifecycle.
For projects in Laos exporting electricity to Vietnam—where mountainous terrain is complex, infrastructure remains limited, and PPA terms are stringent—O&M becomes the direct “line of defense” safeguarding revenue streams and long-term financial performance.
PESE’s O&M services are designed specifically around these challenges. We have established PESE (Lao) Sole Company Limited, deploying 24/7 on-site O&M personnel and directly connecting them with PESE’s technical expert team in Vietnam. This two-layer support model enables rapid response, timely issue resolution, and real-time performance optimization.
Currently, PESE is providing O&M and technical support for power export projects from Laos to Vietnam with a total capacity of 960 MW, including:

  •  Savan 1 Wind Power Plant – 300 MW

  • Monsoon Wind Power Plant – 600 MW

  • Houay Lange Hydropower Plant – 60 MW

Our extensive experience in operating various power generation technologies allows PESE to adapt flexibly to different technical conditions and regulatory environments, ensuring stable and sustainable performance for each project.
Investing in high-quality O&M is not merely about maintaining plant operations—it is about proactively managing energy assets, protecting cash flow, and securing the long-term value of the project.
